To All,

I understand that the Federal Judge declared Hollis Wayne Fincher such a danger to the community, law enforcement, the ATF, and possibly the Judge herself, and a flight risk, that she imposed incredible restrictions on him, were he to be released.

These restrictions amounted to the following:

1. Holding the deed to his house and land as bond, which amounts to over 1 million dollars in value (the going rate for his land).

2. Forbidding him to speak to any of the MOWCA members.

3. Not allowing him to have any guns in his home, or the house he would have to stay in.

4. Not allowing him to live in his own home, since it is on top of a mountain with only one road for access.

5. Placing him under house arrest, in which he cannot go anywhere unless there is a government approved reason.

6. Restricting his travel to go only to that government approved destination and immediately returning to the house he would have to reside in. (Please, no stops in between - even for the bathroom.)

Now, I think I have named them all. Although, I may have missed one as there were so many and his daughter was somewhat upset that the AFT agent lied under oath. In any case, I am certain that if I have missed one, one of you fine gentlemen will correct me, or Miss Linda will correct me.

So then, what is it about Hollis Wayne Fincher that is such a threat to everyone in the community and in the government?

1. Is it the fact that he must use a CPAP machine to sleep at night since he has Sleep Apnea?

2. Is it the fact that he is 60 years old?

3. Is it the fact that he must take heart medicine to prevent fluid build-up around his heart?

4. Is it the fact that he has no criminal record of any kind?

5. Is it the fact that he has never used the Militia, or his position in the Militia to threaten anyone, no matter how upset he got at them?

6. Is it the fact that I have never seen, heard, or knew of him threatening anyone with bodily harm, including me. (The Lord knows that I have torqued him off several times and he has never even hinted at harming me.)

7. Is it the fact that he has done everything he has done openly and above board so that ALL the law enforcement agencies around KNEW that he was doing it?

8. Is it the fact that he has lived in the same house for longer than I have been alive (I am 44 years old), and doesn't really like leaving his home, except when he used to go bow hunting for Elk in Colorado every September (like clockwork, I might add)? Although he can no longer go to Colorado as his Sleep Apnea will not allow it.

9. Is it the fact that his hips and back were injured years ago and he cannot walk even a mile without difficulty?

No, I really don't think that it is any of the above reasons that he was declared a danger and a flight risk. Rather I think that there is only one reason for the ATF and the Federal Judge thinking he is a danger and a flight risk:

1. They are scared to death of their own shadow. They are so afraid of being harmed or dying that they cannot even consider that someone out there might not like them and what they do. So much so, that they have to construe any opposition to them as threatening their very existence. In short, THEY ARE UTTER COWARDS.

Why do I say this? Because the ATF and many in the Federal Judiciary behave like snot-nosed little brats who must have their way or they will pitch a screaming ninny. (Those who have raised children will know what I am talking about.) The difference between them and a spoiled child is that the spoiled child does not have a badge and a gun and some sort of authority that they can use to throw their weight around.

By the way, if the ATF is so brave, why don't they go to Iraq and Afghanistan and disarm the insurgent forces there? After all, I am certain the locals there would appreciate them doing it since the troublemakers over there actually do threaten and kill those who oppose them.

Now, in case anyone thinks I am merely being flippant, I am not. If we will all remember Ruby Ridge and Waco, we will remember that the ATF lied through their teeth about why they targeted Randy Weaver and the Branch Davidians. We will also remember that they behaved like little Hitlerites when they were supposed to "serve" their search warrants. The killing of Randy Weaver's wife and son was nothing short of cold-blooded murder. The attack on the Branch Davidian compound was nothing less than Intimidation 101, a show designed to "impress" the media and cower everyone in this country who would dare oppose ATF policy.

Now, if the agents of the ATF had any brains at all, they would have realized that a man having his picture taken for an article in the local newspaper, in which he invited the reporter and photographer to write the article and take the pictures, was obviously not interested in going out a starting something violent. Plainly, either Wayne Fincher would have to be totally devoid of common sense, or he was trying to prove a point without violence. Since Wayne Fincher had enough smarts to rebuild the de-mil'ed automatic weapons, and issued several letters to government agencies over the years, in which he declared a legal right to repair and possess the arms in question, it would stand to reason that he was not devoid of common sense. In which case, the ATF could have openly visited the Militia Headquarters with a couple of agents on any Friday night (the meeting times were posted openly on the website) and talked over the whole affair with them. Or, visited Wayne at his home during the week with a couple of agents and talked with him about why he saw it the way he saw it.

Instead, they have chosen this route because it intimidates everyone, and because they are scared to death of taking the chance of getting shot. Now, they think they might get shot because they don't know the person they are dealing with. If they did, they would have known that there was no risk at all of any violence. Plainly, the ATF is not even connected to the people they are supposed to "protect and serve", which are American citizens. Moreover, in acting in such a manner, they violate proper procedure and common sense in that any investigator ought to know the suspect, just as any soldier ought to know the enemy, and thus understand why they do what they do.

Plainly, if the ATF had done its homework, and not decided to be pseudo-investigators and stormtroopers, they would have known all the above things concerning Hollis Wayne Fincher's background and personal life, and they would have known that they could have spoken with him at any time about what he was doing. Moreover, if they weren't such gravy-trainers they would have went back through their own records and seen where the Militia of Washington County, Arkansas informed them in the year 2000 of what they were doing with automatic arms. Moreover, they would have gone through several militia movement websites and seen articles where it was plain that MOWCA had fully automatic arms.

In closing, I would remind you all that the ATF has killed more innocent people over the years than Wayne Fincher ever thought about. Yet, they have declared him to be a danger and flight risk. I wish I could say that the ATF's behavior and paranoia were laughable and a comedy. However, they have badges and guns and some supposed authority that they like to throw around — and that makes them a danger to everyone around them.

One final thing: I would like to say that the ATF's behavior and self-centeredness are an aberration of this country and its society. Sadly, I cannot. Rather, the ATF is a more a reflection of this society than anything else. After all, where does the ATF draw its people from? Just like most of the people in this society, they pitch a fit when they don't get their way. And, just like most of the people in this society, they think they are right, in spite of all the evidence to the contrary. That being stated, you should now know why the LORD God is going to destroy this nation and its people. There is only so much pride that He will tolerate, and then He will bring a nation and its people down in judgement.

In Christ,

Paul W. Davis
